What is telework?


Purpose of the standard definition of telework

DPR 8 March 1999, n.70, discipline (under dll'art 4 of Law 191/98), the "Telework in Public Administration" in order to rationalize ' organization of work and achieving economies of management through flexible use of human resources (art. 1, 1c).
To support this primary purpose, it is necessary that each administration should bring its laws (local and regional), adopting organizational measures consistent with the provisions of the regulation (Article 1, 2c).
The discipline of telework, is located within General Law 29/93: cover all of PA under article 1, 2c, DL 29/93 (not necessarily apply to the Presidential Decree 70/99 Entities not listed, but if they want they can take ) regards the provision of work performed by an employee of one of the PA (art. 1, 2c, DL 29/93) in any place considered appropriate, placed outside the place of work (art. 2, 1c, Lett. b ), the DPR 70/99 does not apply to work activities carried out in the workplace.
Among the features and advantages of this scheme, there is no doubt to provide a definition of telework (art. 2), allowing quell'univocità of the term that leaves no room for ambiguity: the work Distance is a service work performed by a civil servant (by the way, in an appropriate form, could be delegated to operate a private person) in any place deemed suitable (suitability is up to the government defined) located outside the headquarters of work, as the service is technically possible (points to define a general plan in accordance with article 3). Of course, it must be the dominant media of information and communication technologies, which enable connection with the administration where the service itself is inherent, and this is a necessary condition, an operational link, technical and organizational.
